The age premium is based on km driven so people can still afford hobby cars. If
I only drive my 68 Mustang 3000km a year, it won't be that pricey. There could
also be an upper limit to how many cents a km, say 15 which would help there
too.

The whole point is to get less people driving cars. There may need to be an
invstment, especially here in Cowtown in better public transit so that people who
can't afford a car can still get around.
