Welcome to Evilness Why are we buying Harper's family passports?

As head of government, Stephen Harper is an IPP (internationally protected person) under the Havana convention, i.e. he has diplomatic immunity. His family are not IPP's and hence would have standard passports. It's not like his family are required to be with him for state visits, as Harper doesn't go for more than a few days. It makes me wonder if we're paying to have his family live a jet-setting lifestyle.
