Hmmm...I think you need to make a much more fundamental change than just investments in public transit. I think at the same time we would have to foster more "commercial centers" in suburbia. For example, Deer Run or MacKenzie Towne both have fairly significant commercial zones in them which are relatively accessible for shopping and some basic commerce - the old "neighborhood grocery store" concept would need to be revived as well. (and that's not a bad thing)
Although the criteria you are proposing are somewhat different, it sounds a lot like what some Asian countries (e.g. Japan) do. I would suggest that it would be worth better understanding how it plays out in those countries. Grog http://crystalgaze2.blogspot.com
