A couple of thoughts come to mind that need to be considered:
1) What about "hobby cars" - e.g. classics and the like that many people keep but do not drive regularly? It seems a bit extreme to charge many thousands of dollars in "age premium" for cars that are only on the road in "fair weather" - and at that occasionally. 2) The model you have proposed assumes an availability of capital. There's a sizable fraction of the world that can't afford anything other than "an old beater". While I agree with the notion of getting "old smoky" off the road, I wonder about the potential economic impact on the low income people. (Possibly even more worrisome is by making "older" cars so expensive, they could become status symbols in new ways among the nouveau riche set) - Just musing aloud - Grog http://crystalgaze2.blogspot.com
