He hit a Page with a 78 page document?

Why is he still here? I'm seeing a pattern with the previous Prime MInister and the current Premier in Alberta (and no doubt other provinces) where the desire to keep their position overides the ideals of the province or country.

Case in point? Martin was never really prepared (groomed?) to function well as a PM.

And who is generally suited to taking over from Klien?

Apart from Sentate reform, is there anything on Harpers agenda for streamlining the process of leadership transferral? For PM's and Premiers?
